In large part, it was failure of the Shared Spirit systems in a number of high-profile organizations that led to the Sarbanes-Oxley Act. A spirit of disintegration was operating at Enron, WorldCom, Global Crossing, Tyco, and others. As a result, ethics and integrity eroded to deadly levels.
